Six Ministries issued five major policies to promote the development of photovoltaic
2023-04-13

Since March 1, the Solar 2023 industry has received five positive policies issued by six departments, including the Ministry of Natural Resources, the forestry and Grassland Bureau, the Energy Bureau, the Ministry of Ecology and Environment, the Ministry of Agriculture and rural areas, and the Rural Development Bureau, it covers domestic PV, distributed PV, PV base construction, PV land use, PV application scenario expansion, etc. . The detailed policies are as follows:

1. The Energy Bureau:

Information on household photovoltaic projects is submitted monthly. On March 9, the circular of the Comprehensive Department of the Energy Bureau on matters relating to the monthly announcement and submission of information on household photovoltaic projects was officially issued. The notice said that the monthly submission of information on domestic photovoltaic projects had been 2023 since March, each provincial grid enterprise shall submit the information of PV project to Grid Corporation, Southern Grid Corporation and Inner Mongolia Electric Power Corporation by the 8th of each month according to Annexes 1 and 2.

2. The Energy Bureau:

Accelerating the integrated development of oil and gas exploration and development and new energy. On March 22, the Energy Bureau issued the Action Plan for accelerating the integrated development of oil and gas exploration and new energy (2023-2025) , we will vigorously promote the development of new energy industries by oil and Gas Enterprises and continue to promote the transformation and upgrading of the energy production and supply structure. We will actively promote onshore oil and gas exploration and development by absorbing wind and photovoltaic power, and centralizing and distributing development of wind and solar power. We will coordinate the exploration and development of offshore wind power and oil and gas, form a complementary power supply model for offshore wind power and oil and gas fields, and gradually achieve industrial integration.

Sector: promoting integrated development of renewable energy and rural revitalization 23 March, the Energy Bureau, the Ministry of Ecology and Environment, the Ministry of Agriculture and rural areas, and the Rural Revitalization Bureau jointly issued the Rural Energy Revolution Pilot County construction program. The programme says it will promote the local development and use of renewable energy for power generation. In accordance with the principle of both centralized development and decentralized development, vigorously develop multi-functional complementary, in the protection of the ecological basis, speed up the construction and development of wind and solar power. Make full use of the space resources in rural areas to promote the decentralized development of wind power. Combined with the progress of the pilot project on rooftop distributed photovoltaic development, a certain proportion of photovoltaic power generation is encouraged to be built using roofs of newly built residential quarters, factories and public buildings, roofs of farmers' own buildings, facility agriculture, etc. . Reasonable layout of biomass power generation projects, effective treatment of various types of organic waste at the same time, support the pilot county green power sustained and stable supply.

4. Bureau of Energy:

Speed Up the construction of large-scale wind power and photovoltaic bases in the“Shag Desert” on March 28, the Department of Energy has issued an implementation plan on promoting high-quality development of new energy in the new era. The plan adheres to the goal-oriented and problem-oriented approach, and is anchored in the target of our country's total installed wind and solar power capacity reaching more than 1.2 GW by 2030, focusing on the key, crucial, substantive, and core policy choke points, pain points, and blank spots that affect the large-scale and high-proportion development of new energy sources, mainly wind power and solar power, put forward practical, operational policy measures V. According to the plan, to step up efforts to plan and build a new energy supply and consumption system based on large-scale wind and solar power bases, supported by clean and energy-saving coal-fired power plants around them, and supported by stable, safe and reliable UHV transmission and transformation lines, strengthen coordination and guidance in land pre-examination, planning and site selection, environmental protection and other aspects, and improve the efficiency of examination and approval.

Five, three ministries and commissions: optimizing the spatial layout of large-scale photovoltaic bases and photovoltaic power generation projects March 28, the Ministry of Natural Resources, the office of the Bureau of Forestry and grassland and the Integrated Department of the Bureau of Energy issued the circular on supporting the development of the photovoltaic power industry in relation to standardized land use management

The circular stresses the need to link up development plans for the solar power industry with territorial and spatial plans, and encourages the development of the solar power industry on unused land and construction land. All localities should link up special plans such as green energy development plans with territorial spatial planning, and optimize the spatial layout of large-scale photovoltaic bases and photovoltaic power projects. “Notice” clearly established a mechanism for the use of forest grass review, requiring the timely handling of land acquisition or lease and other land procedures. Local departments in charge of natural resources and forest and grass shall establish a coordination mechanism for the examination and coordination of forest and grass for project land to ensure the reasonable demand for forest and grass for project land.
