On March 28th, the State Administration for Market Regulation and the State owned Assets Supervision and Administration Commission of the State Council issued the "Guiding Opinions on Further Strengthening the Quality and Standardization Work of Central Enterprises" (hereinafter referred to as the "Opinions"), which pointed out:

Fully leverage the important role of standardization in achieving carbon peak and carbon neutrality goals, widely participate in the formulation of domestic and international standards for carbon peak and carbon neutrality, actively improve the level of carbon peak and carbon neutrality standards, strictly implement energy consumption quotas for key industries, mandatory standards for energy efficiency of key energy products, supporting standards for energy accounting, testing, certification, evaluation, auditing, and measurement requirements for carbon peak and carbon neutrality standards.

Encourage central enterprises to participate in the construction of unified green product standards, certification, and labeling systems, take the lead in formulating and promoting standards in the fields of new energy, renewable energy, clean utilization of fossil energy, carbon capture, utilization, and storage, and promote the research and development of key core technologies for low-carbon, zero carbon, and negative carbon, as well as innovative applications.

In order to implement the General Secretary's important exposition on quality and standardization work and the decision-making arrangements of the CPC Central Committee and the State Council, promote the construction of a quality power, implement the Outline of Standardization Development, give full play to the exemplary and leading role of central enterprises in quality and standardization work, promote the central enterprises to further change their development mode, improve the quality and efficiency of products and services, accelerate the construction of modern world enterprises with products, innovations and governance, and cultivate new advantages in competition and cooperation with technology, standards, quality and services as the core.


1、 Enhance quality awareness and management capabilities


(1) Improve the quality management level. Central enterprises should incorporate quality work into their development strategies, set the quality management objectives they pursue, strengthen the quality management of all employees, all factors, all processes and all data, innovate the concepts, methods and tools of quality management, continuously improve the quality management level, promote enterprises to improve quality and efficiency, and take the lead in exploring ways to upgrade their quality management capabilities with enterprise characteristics. Deepen the application of quality management methods such as quality management system, performance model, lean management and six sigma management, and continuously improve the maturity of quality management. Extensive mass quality activities such as quality management team, quality trustworthy team building, on-site management, quality management knowledge contest, etc. Further strengthen the construction of quality culture, shape quality culture, promote the quality awareness and quality improvement of all staff, and create a good atmosphere in which everyone cares about quality.


(two) improve the quality and technological innovation ability. Central enterprises should increase investment in quality innovation, strengthen technology, management and system innovation in the quality field, strengthen basic and original research in the quality field, break through a number of key common technologies, cutting-edge technologies and major subversive technologies, and improve the quality level of the whole industry chain. Promote the deep integration of next-generation information technologies such as cloud computing, big data, Internet of Things, mobile Internet, artificial intelligence and quality management, greatly improve the informationization, digitalization and intelligence level of the whole process of quality management such as quality planning, quality control, quality assurance and quality improvement, and accelerate the innovation of digital application scenarios of quality management.


(3) Strengthening quality infrastructure construction and services. Support the central enterprises to take the lead in creating quality infrastructure integration service bases, cultivate and develop standardized service institutions, and provide "one-stop" services for planning, measurement, standardization, inspection and testing, certification and accreditation of industrial clusters and industrial chains. Central enterprises should focus on the construction of integrated service bases, innovatively put forward technical solutions for the whole chain of quality infrastructure, use standardized means to promote the deep integration of quality infrastructure integrated services and industrial value chains, and promote collaborative innovation and integration demonstration of quality infrastructure in several key areas and typical scenarios.

 

(four) to strengthen the quality of science and technology infrastructure platform construction. Central enterprises should participate in the construction of quality standard laboratories and product quality inspection and testing centers. Encourage central enterprises to strengthen the construction of quality and technology innovation centers, and further promote the research and development and application of quality technologies such as quality design, test and testing, and reliability engineering. 



Second, promote the coordination and interaction between standardization and scientific and technological innovation



(five) to strengthen the development of standards in the field of innovative technology. Central enterprises should strengthen the linkage between scientific and technological projects at all levels and standardization work, simultaneously deploy technology research and development, standard development and industrial promotion, timely integrate applicable scientific and technological achievements into standards, and accelerate the pace of industrialization of new technologies. Support central enterprises to take the lead in developing standards in emerging industries, leading industries and integration technologies, and promote industrial optimization and upgrading.

(six) to promote the linkage innovation of technology and standards. In the process of building original technology source and modern industrial chain, central enterprises should continuously improve the enterprise technical standard system, build an innovation mechanism of technology, technology and standards, strengthen the protection of intellectual property rights in the process of standard formulation, promote the transformation of original technological achievements into standards, and promote the transformation of high-level enterprise standards into standards and international standards. Support central enterprises to explore and develop standard digital applications and services in the process of promoting digital transformation.

(seven) to promote the joint innovation of standards in Industry-University-Research. Support central enterprises to strengthen the development and application of basic common standards in conjunction with universities, scientific research institutions and small and medium-sized enterprises, and enhance the synergy and matching of industrial standards in the middle and lower reaches of key areas. Support the central enterprises to participate in the construction of standard verification points, and further improve the scientific, reasonable and applicable standards. In the construction of a number of technical standard innovation bases in central enterprises, central enterprises should give full play to the exemplary role of the bases and strengthen the effective integration and comprehensive utilization of standard technology, testing and certification, intellectual property rights, standard samples and other resources.



(8) Accumulate international cooperation in standardization. Encourage central enterprises to deeply participate in the activities of international and regional standards organizations and various international standards organizations. Support central enterprises to cooperate with upstream, downstream and enterprises in the global industrial chain to jointly formulate international standards. Support the central enterprises to take the lead in the pilot construction of overseas application of China standards relying on the "the belt and road initiative" key projects. Support central enterprises to carry out mutual recognition of standards, adopt applicable international standards, and promote the compatibility of China standards with international standards systems.

 

3、 Creating a World of Quality


（9） Implement the enterprise quality strategy. Central enterprises should establish the concept of quality and innovation as the core, and vigorously implement quality strategies. Accelerate the establishment of a management system, create a favorable environment for construction, deepen capacity building in design, market promotion, and maintenance, increase the construction of talent teams, and improve the ability to manage and operate throughout the entire lifecycle. Benchmarking the world, continuously improving international business capabilities and competitiveness, and actively participating in the formulation of evaluation international standards. 



（10） Carry out the action of cultivating high-quality products in China. Central enterprises should actively participate in the cultivation of high-quality products in China, focusing on creating products and services, shaping a batch of consumer goods with excellent design, fine production, and meticulous services, and taking the lead in cultivating a batch of high-quality services with high quality, wide coverage, and peace of mind and safety. Central enterprises in the fields of rail transit equipment, power equipment, shipbuilding and marine engineering equipment, and engineering machinery should accelerate their global layout and operation, and provide more products to the global market.

(eleven) to strengthen enterprise protection and rights protection. Severely crack down on counterfeiting, infringement and other illegal acts in accordance with the law, and create a good environment for enterprise development. Central enterprises should further strengthen the management of ized use of their own intellectual property rights, deal with malicious cybersquatting, objection, revocation and other acts, focus on international registration in Madrid, international application for the Treaty of Cooperation (PCT), and increase protection and active maintenance of power.


Fourth, accumulate high standards of social responsibility



(twelve) to further improve the level of responsibility. Central enterprises should take the initiative to implement the international general standards and domestic standards of social responsibility, and encourage qualified central enterprises to explore and carry out the comprehensive implementation of social responsibility standards. Constantly strengthen the "essential responsibility", strive to provide more safe, sufficient and reliable supplies and convenient services, and strive to improve the quality of products, projects and services to better meet the needs of people's better life. Adhere to legal compliance, and strictly implement relevant laws and regulations and standards in compliance management, anti-bribery, anti-fraud control, anti-monopoly, anti-unfair competition, reporting and investigation.


(13) Accelerate the transformation and upgrading of green and low carbon. Central enterprises should implement the idea of ecological civilization, thoroughly implement peak carbon dioxide emissions's major strategic decision of carbon neutrality, and accelerate the green and low-carbon transformation and high-quality development. Give full play to the important role of standardization in achieving the goal of carbon neutrality in peak carbon dioxide emissions, extensively participate in the formulation of domestic and international standards for carbon neutrality in peak carbon dioxide emissions, improve the standard level of carbon neutrality in peak carbon dioxide emissions, and strictly implement the energy consumption limits of key industries, mandatory standards for energy efficiency of key energy-using products, supporting standards for energy accounting, testing, certification, evaluation and auditing, and the measurement requirements of carbon neutrality standards in peak carbon dioxide emissions. Encourage central enterprises to participate in the construction of a unified green product standard, certification and labeling system, take the lead in formulating and promoting standards in the fields of new energy, renewable energy, clean utilization of fossil energy, carbon capture, utilization and storage, and promote research and development and innovative application of key core technologies with low carbon, zero carbon and negative carbon. 


（14） Building a solid foundation for enterprise risk prevention and security. Central enterprises should establish and improve a quality information disclosure system, and deeply implement quality commitments and standard self declaration disclosure. Establish a sound product quality and safety risk prevention mechanism, and carry out quality and safety risk identification, evaluation, and control. Continuously promote the standardization construction in the field of special equipment, conduct in-depth investigation and management of quality and safety hazards of special equipment, and ensure that the production and use of special equipment comply with the law. Support central enterprises in building a quality and safety traceability system for key products, and improve quality and safety traceability standards.

5、 Strengthen organizational support



（15） Strengthen organizational leadership. The main responsible comrades of each central enterprise are responsible for promoting the implementation of the decisions and deployments of the Party Central Committee and the State Council on quality and standardization work in their own enterprises. They should firmly establish a sense of valuing quality, standards, and safety, personally supervise and deploy relevant work, regularly listen to work reports, and coordinate and solve major problems in the progress of work. We need to clarify the responsible departments, establish a sound work system, and continuously improve the mechanism for promoting quality and standardization work.

 

（16） Promote the construction of talent teams. Central enterprises should incorporate quality and standardized content into their entire employee education and training system. Build a multi-level curriculum system for quality and standardized personnel, and cultivate a team of enterprise talents who are proficient in quality standard rules and technology.


（17） Increase incentives. In the performance evaluation of central enterprise leaders, bonus points will be given for the formulation and release of standards. For central enterprises that have made significant contributions to quality and standardization work, we support participating in the selection and recognition of reward projects. Central enterprises should establish and improve incentive mechanisms for quality and standardization work, and explore the development of assessment systems that are in line with the actual situation of the enterprise.
